An active Ultimate subscription will indeed only get you 4 months with a 12mo Gold code. A non-active one will convert at 1:1.
You have 2 options, either contact customer support and see if they'll help you out (they may or may not) or wait until you're closer to 1/10.
I'm assuming your goal would be to convert all your sub time to Ultimate, stack PC Game Pass + Gold up to a max combined of 36 months then upgrade.
You can stack and re-convert.
Not that I've ever seen in the years of people doing the Brazil VPN method previously, now this Turkey method.

I'm building my first gaming pc so could definitely use a game pass subscription. I'm assuming I don't need Ultimate if I don't have an Xbox though correct? Is there any other benefit to it? Also anyone know the best way to get it cheaper since I missed this one
You're only using the VPN to add the sub time then going right back to your home region, which I assume for you is US, so no problem.
I doubt customer service would cancel that much sub time, but you can try.
2 weeks is one thing, 6 months is another. YMMV doing this method.
