Called my card company, and they never received the authorization request, so it appears Costco is cancelling it on their end. I then called Costco, which, on their site, says their customer service hours are open, but when you get to the online help section on the phone, it says they are closed. Super frustrating and waste of time. I can only guess they incorrectly have this open to non-members, even with the 5% non-member surcharge.
Good deal for members or anyone else that can get it to work though.

It appears at least some Costco online shopping is open to non-members with a 5% surcharge.
I am not disagreeing with the OP. My entire point was that Costco's site let me check out with the clearly stated non-member surcharge, and then cancelled the order.
It also looks like maybe some members are getting their orders cancelled too, so possibly it has nothing to do with membership status.
