Effectively. They upgraded all users to Game of the Year content. If you buy the digital code for Microsoft Store or Xbox Store (or to be redeemed there) then you get the play anywhere version. (will work on PC or Xbox like the code in the OP)
From an opinion standpoint, the Premium and Deluxe editions simply add more aircraft to fly and a few more airports at greater detail. The same airports are in every edition, but a few are added in more detail to the local airport area. As for the extra aircraft, MFS is gaining a more robust marketplace with individual aircraft for sale. It might be worth the time to look in the marketplace to see if the extra money would be better spent buying aircraft you might really crave instead of the extra ones in the bundle with Premium.
