The E6 will only be activated when you activate the sim that came with it, it's not activated if you just put the other sim in it, you have to register its IMEI.
Sim only unlocks the phone it was activated in (since the IMEI is linked to the original phone).

I just got an A21 directly from Tracfone for $15.00 with a $75.00 upgrade discount. Keep in mind that this is a ginormous phone. It's a nice budget phone but I'm just using mine for mini tablet duty.

No, The sim is still active with original phone - the E6 has not been activated. You need to activate orig E6 sim/phone & have acct/phone number registered to that sim before it's actually activated (& phone would then qualify for 60 day unlocking time).
All you did was put an already active sim in the phone - which may work for a while but is not legit & TF can pull service if they want to since it's in the wrong phone.
