If you're tall get the silver one. If you're shorter, or just don't want to swing your leg over the frame, get the blue step-through one.
Mens or womens, who cares? Go to the store and pick up the one that you're most comfortable with regardless of what chromosomes you happen to have.

You should have went to Kent's web site and hunted for the size chart they use for their bikes, then also posted it to give back.

To your points, another post already noted using the bike for occasional short trips around the Clear Lake (Houston) area, whose flatness is well-matched to the single speed setup and the (relatively) heavy frame is unlikely to be of any concern. I also agree with you that the steel frame and minimal components would also make this a great loaner bike (they won't get far, and if something happens on the ride the bike would likely come out OK).
I would simply suggest that this isn't the slickest deal anyone could ever achieve, but rather that this is a OK price for this kind of bike (simple and cheap) in this kind of market (bonkers in the case of bikes).

Instead figure out what sized bike you need, and buy that sized bike when you see it on sale.
