I had to add the "Ave" at the end of my street plus I added the full zip, basically the exact address that was returned from this lookup tool and then it accepted the order. (or the website was getting hammered it eventually went through?)
So we are stealing from healthcare workers in the communities hit the hardest right now where our fellow Americans are sick and dying. Hard pass!
The government site passes off to the USPS site. So the USPS will be delivering so this makes sense. The entire country will be ordering the same ones tomorrow

Welcome to the land of inaccurate tests with high false results, so make sure you get a PCR test if you're really worried whether you're infected or not.
Also, keep in mind that both rapid and pcr tests usually cannot detect the low viral load in your body the first 3-5 days after infection accurately.
The way I look at it is this: if I feel fine but one day have a sore throat or sniffles and I want to rule out allergies, I'll take the test the next day and if it's negative I'll go on with my life.
If I feel like crap and it comes back negative, I'll test again the next day or get a PCR test.
If it comes back positive in either case, no need for a PCR test.
These things are basically, if you're positive you're definitely positive but if you're negative, well...
Went directly to https://special.usps.com/testkits, which the OP link ultimately resolves to, and was able to check out and received an order confirmation.
