Mine came with new packaging stickers covering them, but they had pretty noticeable scratches and should have been replaced.
The battery was also completely depleted when I got it and by my estimate, only gets about 80% longevity compared to a brand new one.
The lenses can't really be polished without taking the anti glare coating off and you absolutely NEED that coating if you wear glasses.
But you can get an external USB battery to get over the runtime gripes.

Product seemed new, no weird smells (just the typical quest smell. My boss bought two and I helped set it up).
All the cables were wrapped and the controllers looked pristine. Not sure if I just got a good one but it felt new. No rashes here 👍🏻
Also I currently have 16 games with dlc installed with room to spare. 128gb is nice to have but if money is tight this is a decent deal. You can always reinstall games later if you run out of space.

One good selling point was that Oculus will refund any game purchase that you don't like, as long as you haven't played for longer than 2 hours I think. So if you buy a game you end up not liking you get that money back. I've done it a couple times already.

This has a battery, but its still lighter than the Odyssey+.
This has speakers that are angled to hear even though they aren't over your ears, but the Odyssey+ has actual supra-aural headphones built-in. Its a wash for me on sound quality, but not dealing with anything else on my ear pushes the Q2 as the winner.
If you have a good enough router then wireless PC play is vastly superior to wired.
The 120hz screen refresh rate when run wireless is better than the O+.
It has better resolution - while the O+ has those optics to remove much of the screen door effect, its not needed once you reach Q2 resolution.
Controllers are less bulky, but some might say too small is about the only potential negative.
I own both and can answer anything else.

Also, it seems some of you aren't aware of the fact that they usually toss in brand new prepackaged accessories and manuals when they refurbish things. It's FAR more cost effective than shipping out a cable that was over-exerted or a manual that has skin oil smudges all over the pages.
CHECK THE LENSES and BATTERY or buy the $20 warranty.
Everything else on the headset can be replaced fairly easily. And in the case of the face interface and head strap, you'll probably end up upgrading them anyway. I've easily spent an extra $50 on upgrades already.
For those complaining about the 64gb capacity: USB-C flash drives are supported, so it's a non-issue.
The 128gb version has slightly faster memory, but it's not like these games take long to boot up.
But the ones they probably want to play, like BeatSaber, require multiple purchases.
There's also the high seas, if you want to deal with that.
