It's not related to Sam's club. It's a payment app like Venmo/PayPal with a debit card that allows you to have a "boost" activated at any given time. Currently there just happens to be a boost that gives you 10% cash back from Sam's Club. Unfortunately it takes some time to apply and get a debit card in order to do this, but I have noticed the Sam's Club boost appears fairly often in the app.
I learned about this app from various commenters off previous SlickDeals as well and am loving it. I can usually find one for grocery stores which I use often. The grocery store one can be used at Costco (sorry, Sam's Club, haha)
Other good cash back apps are Slide and PayPal (for their Offers). I think Venmo has offers too but I have not yet applied for their debit card. Each is very different.
I thought of jumping on this and then remembered I get/got 15% off up to $5 with AMEX offers which only requires just under $35 spend for the same deal. (Plus, rarely drink the stuff due to most of their offerings putting me into diabetic shock).

Check the terms -- AMEX deals sometimes explicitly exclude gift card purchases. Not always but sometimes.
ok, another dumb question: what's the cash app? is this an app specific to sams or something else??
(sorry i just got a sams membership for the first time off a slickdeal a week ago and still trying to figure out what is good for)

Le yawn…then don't drink/eat anything you don't make yourself. Stop with the nonsense. Yes, their drinks are bad for you, Big Macs are bad for you, etc.
Fact is most prepared stuff is bad for you. Do it in moderation, but don't whine about how bad it is doing it. Most ppl get it already.
