home Depot employee here. $0.10 is the price they reserve for merchandise that is supposed to be returned to vendor or otherwise disposed of. You might get lucky and have an unknowing cashier that will ring you up regardless, but normally they explain that the items are recalled etc. Im not sure why they use 10 cents as a price point, Lowe's uses $10,000 for this exact reason.
In the early 2000s my local HD would occasionally conduct tent sales with items marked down to $.01. Once I picked up a half dozen brand new bath faucets at that price and flipped them on ebay. That was then, haven't seen those sales in 15 years
