I am sure you are correct that this is also manufactured in China. I know they design and make the chemicals but I'm not sure about this. However after testing other Amazon cannons like the twinkle star, matcc and even Trinova (USA company, China foam cannon)

It is to minimize the amount scratches put on the car when washing. Technically you are supposed to rinse the car, then foam it let sit for a few minutes, rinse it, then foam again as you use your mitt. This will remove as much dirt as possible before ever touching the car. Also the soap running down the car helps lift and loosen dirt so even if you don't foam twice it help prevent scratches.
