Yeah...4 GB was rolling the dice even back on Windows 7. Not sure if I'd trust this system even for random internet browsing. Less RAM than a similarly priced phone.

You can download a Windows 10 USB creator tool free. You just need a thumb drive to put it on. Your Windows key has already been put into your bios(on Dell, HP, Lenovo, etc machines. Not custom built machines). No need to enter it upon installation. If you do want your Windows key for future reference you can download a free program called Magic Jellybean.

I agree with above that 4GB is fine. I don't know about Windows 11 but Windows 10 absolutely will run fine with 4GB of RAM, especially when you have SSD. How do I know? I still use a Windows tablet with 2GB of RAM. If 2GB is manageable, 4GB will be perfectly fine.

BTW, I don't browse the web with 15 tabs, so YMMV.

The most important aspect of a laptop is its Display and Processor(s). Everything else can be upgraded / workarounded.

Correct, so the price is cheaper ($200 vs. $300).

Pentium Silver N5030 is fan-less and works well for simple tasks like web browsing.

I didn't see that effect with a 4GB HP i3-1125. And that has a SATA m.2 drive. I'm not saying it doesn't exist, but slowing to a crawl is far from what I saw.

Your computer have SSD or HDD?

The biggest improvement I noticed on my daughters 4.5 year old Acer with an i3 was when I went from the 5400rpm hdd to a SATA SSD. I had upgraded its memory from the 4Gb it came with to 16GB because it's so easy and cheap to do. Negligible improvements. Zoom was killing it. Took forever to boot, like 3 minutes… When I put in the SSD, it boots in 30 seconds. Zoom now flies and I can even share video content when hardwired to Ethernet. Wifi is a little tougher for it when sharing video. SSD does wonders for these i3 computers…
