It allows actual rubber valve replacement, to repair a fill valve for $2.59.
Without having to drain the tank.
I've done this and agree that it is easier and cheaper than replacing the whole valve. Got the gasket on Amazon too.
It's also easier and faster to just replace the gasket in the cap. No tools needed, no need to shut off the water (many of my old shut off valves leak a little, making a mess). Yes, you could argue that the valves should be replaced, but, by that logic, why stop at the valves? Why not replace the whole toilet and the shut off valve at the same time? Just depends on how worn the rest of the system is and how much time and money you want to spend. It's personal preference.
That said, the difference between the two choices is like 5 minutes. It's really negligible.
But changing the whole toilet can be a lot of work. I think that's a very easy place to draw a line unless it's necessary.

It works. In my case I did end up needing a tool…the 20 degree offset needle nose pliers in order to lift the locking ring of the piece already in the toilet tank.
