It's not available for sale as "new" anymore from Microsoft directly. When buying codes it's from "old" inventory which is still valid an can be redeemed. Whether or not this site is trusted reseller I can't advise, just saying that you can NOT buy the game "Forza 7" directly from Microsoft. There haven't been much news on when Forza 8 will be available so whether or not to wait is personal decision.

Apparently their licenses to sell the game featuring the cars runs out at some point in the games lifecycle. Hence, no new purchases from MS directly. I purchased my from Eneba and it works fine. Great game if you like simulation racers. If you are in to arcade racers try Forza Horizon instead.

I would almost say I'm surprised this is so cheap being as it's now delisted, but I think Horizon has more than taken over in popularity of the Forza franchise.

FH4 is next on the chopping block for delisting, I believe that'll be happening in September/October of this year.
