Maybe search individual games you are interested in. I didn't have many exclusions when I searched.

From a chat with 'Ashley': "Upon checking, I would like to inform you that these offers are distributed on a weekly basis in parts to all the guests. As you currently have not received it, you will surely receive it in the next few business days and it will automatically be added to the Target Circle account."

If I had the time I could try actually calling to see if a higher rep will add it, but I have too many other things to do today
