Yes. That's the reason they made this 26,800mAh. Power banks must be under 100 Wh which is equivalent to less than 27,000 mAh. Carry-on luggage only I might add.

Ok I need an extra high capacity brick like this but there are a lot of these on Amazon with the same specs for less money. Some even have potentially legitimate good reviews. Does this Insignia brick have any advantage over those? I'm not thread crapping, just wondering.

The ones you are looking at on Amazon probably don't support PD from the USB-C port.
