You need to link your bank account to the app not just your debit card. Once you link your actual bank account you can load the funds.

If an order has a certain amount of TIP attached to it, the tip will be the full payout only, and we will not be providing additional payment. We will only provide payment on orders where the tip doesn't cover the full order or only a small tip was added, in both cases we will then supplement from our side.
Here's the kicker, we will not be lowering our fees that we charge to the customer or the fees that we charge the business for processing the orders on our platform. So we're essentially taking advantage of the tipping culture to cover delivery, and we're pocketing what we would have paid in today's model.
We have spent millions on marketing "to tip" our drivers, so we can then remove our compensation from the system and make it tips only.

But what's the plan for using it but not tipping? Punish the little guy enough until he rises up against his (pseudo-)employer?

Oh well....I'm sure there are plenty of deals out there, just not the stuff our family happens to buy. I hope everyone else has better luck than we did!!
and finally, that feature is going away, once you place a tip, you will have to contact customer support to change it.
