If I have a small form-factor HP 24 desktop (one with the mini PSU that can't easily be upgraded) - can I move the MOBO from that case to a new case like this one, and then upgrade things inside that?
Or will this small form-factor PC also have some proprietary MOBO that doesn't fit in other cases?

It's possible that MB is compatible with the case but you'd have to check the form factor to make sure that board is supported. If you can locate the exact model number of the HP 24 you have you should be able to find it with that on HP's website.

You can always try but my guess is that the computer has a proprietary layout for the screws

Lots of retailers (Dell for sure, HP most likely) Also have proprietary power connectors or cabling on their boards that prevent you from upgrading your own components. So it's very likely that the board requires that specific power supply that it came with.
