There may be some truth in what you say. But what's the likelihood you'll find someone that is willing to buy something like a 2011 laptop? You'd probably say some stupid shit like eBay or Craiglist. How many folks are actually willing to post their decade old PC, wait however long it takes to find that one person looking for a ten year old laptop, and communicate and set everything to make the exchange?

Most of the time, I'd be happy to just find a recycling event that would take my aging pcs/laptops for free. BB is doing much more but offering you this in-store only 20% discount coupon.

Do they accept monitors? Have an old one that I want to get rid of but it actually costs money to dispose of most places.

Depends on state/location. Some will take it for free and some will charge I think 30 bucks.
