It is meant to "top off" your battery powered Eufy cameras, ie Solo Pro /E40 ect. In certain cases like this, you don't want to overwhelm the system with an over-powered panel that would completely charge the cam from 0-100% in one day (imagine constantly plugging in your cellphone or laptop all the time.

From first hand experience, as an experiment I plugged this panel in to the Eufy E40 at 76% (end of day), by end-of-day after it was at 91%, went to 100% the day after and hasn't dropped below since!
