Budget (and the rest of the rental companies) have been cracking down on people using codes they aren't eligible for recently.

Best I can see this isn't a "corporate rate" code as such, but it's certainly not clear what it is. Not saying don't use it, just be cautious, and don't be surprised if they up the rate when you get there...

Saves me about $60 over Costco, but would like to know who this code is intended for.

Costco is still cheaper. This is a fake deal propaganda. It does not say where to put the S391256 code (offer code vs coupon code). At the end the quoted price with or without the coupon are the same.

Used this code and I got a the discount and a reservation with pay later. When it got closer to the date, I tried to pre-check-in and it said I was not allowed to use this code with my driver's license info (NJ) and to call customer service.

Rebooked with code W925630. Got charged $20 more with the pay now rate (pay later was $60 more), but I was able to pre-check-in without issue.

This code locked my prepaid 7 day reservation when I tried to input my driver's license. Called customer service they couldn't access my reservation said don't worry a car will be there. Go to pickup and they were going to rebook me at full price and try and discount. but do to car shortage they couldn't make a new reservation. So they had to manually re-configure with an override and only charged me $26 more. Some serious effort, but total out of pocket was $270 for 7days and they upgraded my vehicle due to shortage. I tipped the clerk $20 for all her phone calling to "fix" it. Claimed they've never seen this situation before.
