Fyi these cheap Walmart Schwinn bikes are imported and rebranded by Pacific Cycle. The only thing Schwinn about them is the sticker. I'm sure quality is fine for the price but just don't expect it to be comparable to bands like Trek and Giant.
I don't know. Sometimes yes and sometimes no? I've seen Craigslist and Facebook where people still list their bikes for quite a bit (even before the pandemic). There are rare chances where one may encounter nice rideable bike for good money, but they usually get picked up by someone else really quickly. Not saying what one should do or not do, but I own both used and new bikes. Of course, I spent a few months looking for a used bike, and did randomly came upon one that's relatively cheap and is a good bike (at least the cables and components are in good working order). But that's like months of looking. But since summer is coming, this is a relatively good bike for someone just hoping to use it to get around.
V brakes are fine for a commuter bike like this, nobody is going to barrel down a steep hill and the weight & cost savings are better w v brakes. Its tried and true technology for many years. Not everything has to be compared against the latest $4k mountain bike.

got my bike, pleasantly surprised both wheels have quick releases.
Rear fender was bent by shipping. easy fix to bend it back.

If I may add, I work at Walmart and I would never buy any of the bikes there. They're mistreated. A third party comes in to build them using 20v DeWalt drills, I know for a fact everything is being overtightened and stripped. Some of the brakes are so tight that the wheel rear doesn't even move.

I just bought a Schwinn two months ago. They have really declined in quality. It came with all cheap, Chinese parts including the gearset, and it runs like crap. I would never buy a Schwinn again.

Agreed. V-brakes are fine. I'll also say that at this price range I'd rather have a steel front fork than a heavy, spastic front shock. I wish more mfgs would skip the shock and put a few more bucks into the derailleur, brake pads, tires, quick release, etc. But then again, I'm old and grouchy.

About 8 years ago, I bought a Schwinn bike from Target for $150, similar to this one. At the same time, my wife got a Trek for $700. I can't really see any real difference, not then and not now.

Where do you work at Walmart where you see bikes being built? These are little doubt mostly assembled, except for the final stages (wheels), in China or Taiwan.
