Sorry, I mistyped. The upcoming Watch 5 Pro will NOT have the rotating bezel. They're getting rid of it for the Watch 5 generation. The 4 Classic will be the last model with one. The rotating bezel is the main reason I got my Watch 3, as it makes it a lot easier to navigate the small screen.

It works via Bluetooth. You don't need to use the LTE connection. But Samsung makes a Bluetooth only version too, which you can sometimes get for cheaper, especially with Samsung EPP/EDU deals.

google wear OS is a downgrade from Tizen OS.
i happen to own a watch 4 classic, and some older galaxy watch with Tizen OS.
Maybe wear OS give you more options for customization? and maybe more apps? but i use my watch solely for 3 reasons:
1. as a watch,
2. notification,
3. health tracking.

my 2 cents: wear OS drains battery a lot faster than tizen OS, and notification system is noticeably worse (next to useless) . you require a app made for wear OS and on the phone to even receive notifications. case in point. a lot of messenger app simply doesn't show up in my watch as they don't have google wear version of the app (case in point. there is no facebook messenger, there is no wechat, there is no signal)

This is a great watch come out about it the first day it was out. I have used the Galaxy watch 46 mm LTE version for 3 years prior. This is a great upgrade the only thing I don't like about it is the slower band width. Feels a little feminine for a male. All of the functions are great though.
