I have no idea. I've never got it before that I know of and I've been a prime member since 2005/06. I'm not going to argue though because that's cheap. It showed that I would get it. I didn't have to select anything and it applied during checkout. I wish I could get it more or know how to get it more often.
Not sure why but when I went to check out I noticed a 10 dollar credit but wouldn't apply to other random items in my cart so added more pantylines to max out the credit. Breakdown below

My Order was broken up into 3 shipments; all of my other items have the option to choose Free Shipping. The carefree liners are in its own shipment and doesn't have the option to select "Free Shipping".
