$40 off $289 comes out to about a 14% discount off MSRP.
The 10% discount offered this week is not bad. I would buy one at that price if you need it now. It could be a while before they go on sale again, and in that time it is likely the MSRP could continue to increase.
So it was $30 for the ITC for a year and and ~160 for the jack that's usually $240. Out of their for $202 with tax. The coupon thing was just kinda lucky, maybe me having a good attitude with a complaint, I dunno. It's probably a rarer thing to happen since the coupons always explicitly say they exclude jacks. But I guess I'm proof the right employees can say screw it and override the exclusion.
Short story long...that jack was on sale and I was gonna buy it anyways, so yeah they do go on sale. Rereading your original question it was "how often"...that I'm not sure about, but I think not as often as other tools, and there's quite a few jacks so if you want a specific one, which I did, low profile for my WRX and long reach for the high lift for my truck, I guess it could take some waiting.

One nice thing I noticed, maybe due to ITC membership. I hadn't been to the store in at least 4 or 5 months. They started sending me a 25% no exclusion coupon to entice me back into the store. Those expired every month and I'm sure now that I used one they won't send me any unless I don't visit again for a similar amount of time.
