It's one time
This seems to be a disposable product. If you want something refillable, better to get one that is designed to be refillable and get a jar of sea salt. Will probably be cheaper that way in the long run.

I opened mine and refilled it but forgot what I did to get it open. But it wasn't hard. And it works the same after.

Yes, the top is actually pretty easy to take off with the right technique and leverage. I've refilled the whole peppercorn grinder countless times. Videos on YouTube show you how it's done, but basically you "bend" the top part off
