You have to do it in store. I use GameStop gift cards to buy Steam Gift cards all the time. They were going to block this earlier this year but there was a big outcry. I just bought some steam cards last week with GameStop gift cards and I go every month to redeem my $5 Pro Coupon for a $10 Steam gift card

Get a Double Cash or Custom Cash card those have Thank You points. I got the Double Cash for the default 2% if there is nothing better
