It's definitely a techy thing. My husband says they use the monitoring for their web hosting and office ips to scan for vulnerabilities.
It can also show things exposed that shouldn't be. For example, the images tab shows a bunch of unsecured webcams and publicly exposed Remote Desktop instances (do not do that).

Much more to it than that, but if you aren't in IT, and a bit of a nerd, it probably won't help you.

The Dark Web is so ething else entirely. It generally refers to sites accessed on TOR. Sites also end in .onion instead of .com, .org etc.
