Likely, because they took a bunch of fat out of the peanut butter. My Peter Pan smooth PB has 8g of fat per 1 Tbsp serving. This stuff has 1.5g of fat. And as anyone who's done any research knows, if you take out fat, you take out flavor. So they add it back with sugar (or, more commonly, HFCS).
A few things to keep in mind:
The peanut butter powder appears to regularly drop to this price according to CCC.
The butter is usually much more expensive, but sometimes dips to this price.
The black bean burger mix also occasionally dips to this price.
Basically, if you miss any of these prices you can probably find it again in the next couple months. They're still good prices, still worthy of a post.
The peanut butter powder is not freeze dried, which is difficult for fatty substances. I'm guessing it's dehydrated. 5 years shelf life.
The butter has the same issue with freeze drying, 10 year shelf life.
The black bean burger mix has a good freeze-dried shelf life of 25 years.

Why add sugar to every damned thing? The peanut butter powder has 3g added sugar per serving!

It ticks me off as much as anyone that the vast majority of this nation's consumers require that every frikkin' thing has to be loaded down with extra sugars and salt, however - this is disaster-prep/emergency food, it's not meant to be consumed on a regular basis - the goal is to cram as many calories/energy into as small a space/weight as possible as cheaply as possible,, with as long a shelf life as possible - in the event of a disaster/emergency you'll likely want the extra sugar for quick energy and/or calories, so (aside, obviously from diabetics) this is the one and only case where extra sugars might be a desirable thing.
Yeah, it would be nice if there were prep foods that were also cheap and healthy enough to eat as part of a regular diet, so they don't go to waste if the disaster never happens, but I haven't found any yet,. If anyone has any recommendations, please share!

So you're paying 4X the cost for half the flavor and 3X the shelf life?
yes. that pretty much is the entire concept of how disaster/emergency prep food works. there are tradeoffs in everything you buy, and in the case of prep food, you trade cost and taste for shelf life.
Peanut butter per label, "UP TO" 5 year shelf life, reviews claim 2 years old when received, so "UP TO" 3 years actual shelf life. Heck, I get 2 years out of my jiff jar
do you guys routinely consume this when it nears expiry and no zombie apocolypse has yet happened or you guys toss it?
I bought the black bean burger mix to make backpacking meals. Some minute rice and taco seasoning. Maybe some powdered cheese makes a decent burrito filling. Just add hot water
