Since you're asking this here, it really makes me wonder if you're up to it, since these questions can be easily answered with a quick Google search. If you want to waste your time and money on becoming a victim of that greedy scam, more power to you.
Was just asking myself the same thing. Apparently, this is a thing, Newegg doesn't even have an RX 6700 filter classification so you need to search for it. Here is the link to the spec's and details on Sapphire's website for this card.
Honestly, this card is 2GB Mem and 256 Stream Processors less then its 6700 XT variant at $499.... Seems like a winner to me but I can't find any RX 6700 cards listed on GPU comparison sites. Wonder how this holds up against a 3060 or 3060 Ti....

I can't find any reviews but based off the specs, this card is between a 6600xt and 6700xt. So 10%-15% faster than a 6600xt depending on the resolution.

This appears to hold true. I did find a few comparison videos / reviews on YT that have been posted over the past week or two and in this particular compare by video it seems to fall on the lower side of that % spread most often and occasionally more depending on the game. This only being 30-40 bucks more than the 6600XT though it does seem to hold it's weight.

The navi 23 6600xt die has a smaller PCI controller limited to x8 4.0
You are correct, the 6700 non XT is wired for PCI 4.0 x16. It's the same navi 22 chip as 6700xt with disabled CU units.
The hardware itself is the same 36 CU design as PS5, but this has infinity cache on the chip. Obviously performance differs due to driver optimization and running DX.
