FYI, I had problems with Walmart's address verification. I fixed it by removing the apt # from my Verizon billing address. I had to use Chrome because Firefox was blocking some cookies and it prevented Verizon's website from updating properly.

I think if you have Verizon it can be used right away, otherwise maybe you have to wait to unlock?
Do you have to commit to a minimum term contract? When I click the link it only gives me the option to buy over 36months @ 0%, but there is also "terms apply" that states voice and data required and is additional.
This seems to me at least a subsidized cost handset when committing to a new line contract???

Apple's trade in value for this phone is down to $300 for unlocked ( without carrier), so all you are getting is the device for it's current worth. Not sure if that will increase with 14
The deals requiring activation get a lot of negative votes despite the value these present to users with existing eligible accounts. Obviously it would be awesome to find a retail location selling an iPhone 12 Mini for $250 out the door, no questions asked. However, the current market for iPhones in the U.S. suggests that carrier-based deals will provide some of the greatest values.
This is the second Verizon-specific deal that I'm having to hold out on because I can't justify it personally (in this case, because I already have an iPhone 12 Mini sitting on the sidelines waiting for the next associated trade-in offer). Note that Apple and others have demonstrated a willingness to lower the relative trade-in valuations of the iPhone 12 Mini which does impact the long-term value of this deal. Then again, I'd gladly argue that outside of battery life challenges, the iPhone 12 Mini is one of the last great small phones. (Depending upon your perspective, small could be substituted for normal)

Apple rarely has the best trade in offers. Last fall, I bought a T-Mobile iPhone 13 Pro for $899.99 from Best Buy and traded in my iPhone 12 Pro for $800. So I paid $99.99 + tax to upgrade to an iPhone 13 Pro. No bill credits involved. Just have to wait for the right trade in deal.
