LA Dept. of Water & Power [ladwp.com] (LADWP) has increased the
Rebate Amount for $250 for Premium High-Efficiency Toilet (PHET) Upgrades using 1.1 GPF or Less from 1.6 GPF or Greater. Funds are available on first-come, first-serve.
Notes: Rebate is one-time per address per category; Valid for customers that have not previously received a toilet rebate AND service address has not been rebated for a toilet upgrade.

- Online application confirmation page
- Recent water bill
- Receipt showing the product was paid for in full. It must also include brand, model, and individual price

Most utilities use water meters that have a 'nutating disc' to measure flow. The technology has been around for many decades and they are notorious for under-measuring volumes at slow flowrates.
So if the fill is also loud (quick), possibly try turning the supply valve down (knob clockwise). Additional benefit is that flushing doesn't change the water temp in the shower.

So if the fill is also loud (quick), possibly try turning the supply valve down (knob clockwise). Maybe a small equalizer against the huge water/sewer monopolies, many with prices that have become utterly outrageous. (The absence of competition will do that.)
