Thank you for being a Google One Member,
Eligibility: Available for members who newly upgraded or newly signed up for 2 TB yearly Google One plans. Monthly 2 TB plans aren't eligible. Only the plan manager can redeem and this offer isn't available for family members. Any user who is already a 2 TB annual subscriber at the time of launch isn't eligible. Current annual 2 TB subscribers are still ineligible if they downgrade and then upgrade again.
Redemption process
Important: When a member upgrades to an annual plan, the redemption is available after 7 days.
Through email:
Open the email, "Redeem your new Nest Hub."
Tip: To verify Google One emails sent to members:
Open Cases.
Click Interaction history and then Product emails.
In the email, click Redeem now.
In Google Store, Nest Hub is automatically added to the cart.
Click Checkout.
If necessary, add or update your shipping and billing info. Your redemption code is automatically applied to your cart.
Before the purchase confirmation, confirm that the code is applied. If not, enter the code manually.
On the web:
Open Google One.
On the left, click Benefits.
Next to the Google Nest Hub card, click Redeem.
On the Google Store page, add Nest Hub to your cart.
Click Checkout.

I tried to do this last November and I even asked their customer support to make sure I was eligible and they said I was. But then when it came time to redeem the offer and get the device, they absolutely refused to do this and took two months of repeated follow-up before they agreed to downgrade my Google one back to the previous level (and when they did it, they accidentally removed my entire Google account quota, which temporarily locked out my Gmail and all my Google docs).
Google customer support makes everything a hassle and doesn't care about making things right, so don't get yourself into this mess unless you got a direct email offer from Google.
Edit on 8/26: looks like it's working for some people without having gotten the email. But if you didn't get the email and see the offer in your Google one or Google home apps, make sure to check there again regularly for your promo because people are still not getting follow-up emails and it's never happy dealing with Google customer service if things don't work out. I saw converted to USD it's about 17 bucks for this plan. Now I wonder how to change my existing plan to "turkish" plan.

Looking at the terms again, the offer is unclear as it says it's only for people who upgrade and nothing about new subscribers.
EDIT: I think they mean an "upgrade" from the 15GB "free" plan that comes with the account, so that would include new users.
