The one you linked at Costco is the Air. OP's deal is for the 13 inch Pro.

Be aware in base configuration the M2 is slower than the M1. Apple put one 256 GB SSD inside the M2. Where they used 2 128GB SSDs in the M1.

It makes reads 50% slower than the M1. Writes are a little over 30% slower. Problem is resolved if pay $200 extra for the 512 GB drive in the M2. Or just get the M1.

I just dont get it. Apple laptops are in my experience far and away the best build quality on the market, but how on earth can you tout anything as "Pro" with 8GBs of RAM? I built a computer over a decade ago with 8 GBs of RAM... And you cant upgrade on top of that!
And 256 GBs of space? There are SD cards that are bigger. Get the externals, get on the cloud, it's still an absurdly small amount of storage to try and sell relative to computing needs today.

What "Pro" would ever buy a new computer with these specs?

I can assure you that web development is night and day difference on a Mac versus a PC. The total RAM is not as important as a secure OS. I'm sure some devs use a Linux/unix laptop that also does well them but I have a Macbook for this primary purpose and it is fantastically better than using my Windows 10 gaming rig.

I'm currently on an M1 Air but am looking to upgrade to an M2 16GB 512GB, and I am sure the price will be comparable to a Dell or Acer with much higher stats, and I am happy to pay the premium. It is not a love affair with Steve Jobs or Apple; in my professional opinion, it is a superior development platform.

Its a good price considering it just came out a couple of months ago, but it is Apple's worst current laptop. As has been pointed out the 256GB models have gimped SSD speeds, and it has an extremely outdated design. I could see this getting discounted further later this year as its likely the last 13 inch Pro Apple will sell, the new Air and the vastly superior 14 and 16 inch Pros are far more popular and modern models.

It's a lot easier to use 8GB on an OS which isn't running 150 mysterious background processes
Start Activity Monitor, then click View -> All Processes, and you will see your Mac runs more of them than Win. And there's nothing wrong with either.

I'm not sure what, if any, laptops they'll release between now and Q1 2023, they already released their new Air and 13 inch Pro within the last 2 months and I am not sure they'll be updating the 14 and 16 inch Pros this year since they're only about 9 months old. If there are anymore MacBooks released between now and then, it would likely be M2 variants of the 14 and 16 inch Pros near the end of the year.
