I think it's too big to be considered as a personal item. For instance, if you have two of these, they will allow one to be considered as a carryon, but probably won't let you bring this as a personal item because it won't fit under a seat when full.

I think that as long as its a "backpack" and you are carrying it like a backpack you'll be fine, unless the backpack is one of those huge ones that backpacking folks carry

But it is a big one. It's right at the limit of how big a carryon can be. A personal item is supposed to be smaller than the carryon.
