I forgot to mention that in qualifies for 3 free games. AMD Gift - Radeon Raise the Game Bundle [Online Game Code] Saints Row, Forspoken and Sniper Elite 5. I did order the card and already received the code and qualified for free next day shipping.

if mining does end mid September, this will be 300 easy
AMD while great for the latest AAA titles, the drivers are still worse than nvidia for niche/older/esports stuff.
Great card otherwise.
Could be worse. the 4060 is 8GB. while the 3060 was only spec'd as 12.
Notably the 6650 XT only uses 8 PCIe lanes, so it takes a performance hit on motherboards that only have PCIe version 3.0 with its slower lanes (PCIe 4.0 has double the bandwidth per lane). The 6700 uses 16 lanes so it doesn't take the hit from the slower lanes of PCIe version 3.0.
This looks like the best $355 card at the moment. But I think more price drops are coming soon.

I had no driver issues with team green or team red. No matter what I play.
So of you have been holding out for a card, get what you can afford and what you want, the drivers are pretty much on par except for professional applications, but this aint a quadro competitor anyway.

Prices dropping almost daily now.

I'm 100% convinced the hardware is stronger than what is presented. They don't call it AMD "fine wine" for nothing. This has always been the case.
As others have said this is somewhere between the 6600XT and 6700XT. It released at a pretty good price, but I have been hesitant since it doesn't seem like anyone has reviewed it. If it gets a good sale it seems like a no-brainer though.

I bought the R5 5600 and 16GB 3600MHz RAM for $155 total.
What would be the best graphics card to replace my old 8GB RX 480 keeping the B350 chipset in mind?
Although I've been having sporadic "AMD driver timeout" errors ever since upgrading the CPU and RAM, and I can't rule out that the recent BIOS that allowed me to have these upgrades in the first place is not somehow the culprit. So I don't want to stick to an old chipset at the expense of stability and overall performance.
For example if I took my new CPU, RAM, and your GPU recommendation over to a B550 motherboard, will they perform significantly better?
