I was with them for 20+ years and finally left them in 2021 when they wouldn't offer anything reasonable. These prices are likely just in markets where consumers have choices. Thankfully, many can get home internet from Verizon or T-Mobile now and it is putting pressure on AT&T and cable companies.
Unclear how long these prices are good, but they are current at
http://www.spectrum.com when you enter your address and ask for rates (provided you live in select market). I had switched to AT&T and had a great rate lock for 300 Mbps, but with no contract, pays to move for what might be 30-60% less. Rate should be good for existing Spectrum customers too, so call for PM! - Ok, maybe not, but worse case they say no.
Edit: Based on comments so far and Spectrum requirements to enter your exact address in order to see rates, it is possible you might only see listed rates if your address has had Spectrum/Charter service in the past. Actually saw this price via Facebook ad. So, unless FB shares exact address with advertisers, they wouldn't know I had service before. If Spectrum is the only option in your area, no reason for them to offer these rates. This is very address dependent.

Many other countries pay way less for much faster than offered in the US. Hopefully with cellular, fiber and sat offerings getting better each year, we will have more choices bringing prices down. I first left Spectrum for T-Mobile Home Internet as $50 mo. was a good rate at the time. Never got it to be consistent and need that to continue to help SDers with great deals! AT&T Fiber has been wonderful, but not worth price difference. I could get 1Gbps with Spectrum for less than I pay now for 300. The upload speed will be a lot slower than fiber if that matters to you.
I know I stated call them for a PM. If they have that rate for your address and you are existing customer, you might or might not get it. Worse case you could stop service (will still continue until statement end date) and sign up online again. Perhaps just increase your mobile plan data for a month or something as a backup if you need to go without service for a time to be a "new customer". Online research states need to be anywhere from 30-90 days without service to be a "new customer". Don't know if they go off address or perhaps just person. So maybe could work just signing up using name of another person at the same address. If anyone knows for sure, chime in..

I'm paying a WHOLE lot less with Verizon and my service is a lot faster and a lot more stable (and connected to a UPS, it stays up even when the power goes out unlike cable with Spectrum).
When they continued to raise my prices while their service continued to degrade, and take things away from my bundle without compensation, I tried reaching out to get a better deal multiple times over roughly 6 months just because I didn't feel like switching providers - and each time they basically just laughed off my threats of leaving for someone else, despite my ~20yrs of being a customer (between them and Charter).
Finally fed up, I switched about 3 months ago to Verizon and it's been great. Spectrum has a very bad habit of screwing over their existing customers, so buyer beware - offers like this are basically bait and switch for people who don't like changing providers, so just go into it knowing you'll need to switch in a year or whenever the promotion runs out or you will wind up paying significantly over market price for your Internet once regular pricing kicks in.
