I was with them for 20+ years and finally left them in 2021 when they wouldn't offer anything reasonable. These prices are likely just in markets where consumers have choices. Thankfully, many can get home internet from Verizon or T-Mobile now and it is putting pressure on AT&T and cable companies.

Edit: Based on comments so far and Spectrum requirements to enter your exact address in order to see rates, it is possible you might only see listed rates if your address has had Spectrum/Charter service in the past. Actually saw this price via Facebook ad. So, unless FB shares exact address with advertisers, they wouldn't know I had service before. If Spectrum is the only option in your area, no reason for them to offer these rates. This is very address dependent.

I'm paying a WHOLE lot less with Verizon and my service is a lot faster and a lot more stable (and connected to a UPS, it stays up even when the power goes out unlike cable with Spectrum).
When they continued to raise my prices while their service continued to degrade, and take things away from my bundle without compensation, I tried reaching out to get a better deal multiple times over roughly 6 months just because I didn't feel like switching providers - and each time they basically just laughed off my threats of leaving for someone else, despite my ~20yrs of being a customer (between them and Charter).
Finally fed up, I switched about 3 months ago to Verizon and it's been great. Spectrum has a very bad habit of screwing over their existing customers, so buyer beware - offers like this are basically bait and switch for people who don't like changing providers, so just go into it knowing you'll need to switch in a year or whenever the promotion runs out or you will wind up paying significantly over market price for your Internet once regular pricing kicks in.
On the plus side they've been the most reliable and fastest provider I've ever used. They keep sneaking in free speed upgrades too. Was at 200Mb, went to 400Mb, now I'm at 500Mb and my bill has stayed the same. No data caps either.
