Just as an alternative option, if you don't want to go through VPN, eneba has the 3 month gold membership for ~$10 and when you redeem them online you get offered 1 month free for turning on recurring billing.

Just turn off recurring billing right after and repeat the process with the other 3 month cards so at the end it'll be ~$30 or 12 months.

You cannot convert it 1:1 if already subscribed. XBox will automatically convert the gold to gamepass, but at a lower rate conversion:

Once it is redeemed to your account, your account has it, no matter where you are. I used this last year when a similar deal showed up. It works as long as you follow the instructions properly.

What does "Expired" mean in the title? Does that mean this would work if I've previously converted from Gold to Ultimate, but have since let my subscription expire?

I did this yesterday from CDKeys. Each 12-month XBL Gold I purchased came as 4x 3-month codes. I purchased 3 years and with the extra 1 month with recurring billing for each I ended up maxed out at 3 years of GPU and still have 3x 3-month codes.

You pay the $14.99 for a month and it converts all your banked XBL Gold to GPU. So next billing date is after the converted time ends, up to 3 years.
