Pau Ferro is not necessarily 'used as a substitute for Rosewood', it's often chosen for its own qualities. Nor is it exclusively found on low-end guitars. Not unless you think a $3,500 Suhr is cheap and chose Pau Ferro to 'cheap out'.
So much misinformation in your post. Those are but a couple.
Very few professional musicians are anywhere near as much a 'gearhead' as enthusiasts on the Internet playing their keyboards. They choose their instruments because they're tools, they inspire them, give them a preferred sound or experience. Many of them don't know or care much about the finer details vs non-professional, non-touring, non-recording musicians. ;-)

Here's the thing to consider for intermediate players .. and this is NOT a starter guitar .. that is called a "Squier", Those are made in Korea. These are made in Mexico and .. they're not bad. They lose me with the "bolt-on" neck which entirely eliminates any "human craftsmanship of a fine instrument" but you may like it. But for intermediate players, it's important what you actually PUT .. YOUR .. FINGERS .. ON. It's the "feel" of a guitar. It's "how" it plays.
Your pecking order is this:
#1: Ebony
#2: Maple (though I disagree but it's a fact)
#3: Rosewood
#4: Richlite (Martin guitars)
This guitar in this deal has a Pau Ferro fingerboard. Now, Pau Ferro is not AWFUL. It's used as a substitute when they run out of Rosewood because it kinda looks like it. It has a 1960 hardness rating. Maple is 1400 and Rosewood is 2400. Now, how *FAST* a neck is, generally, is how HARD it is. The hardness of the wood on the fretboard also makes it easier and smoother to bend notes (though some would disagree with that and tell you Maple and it's softness makes it easier to bend notes)
FACT: If you go and look at the famous Strat players, (Clapton, David Gilmour, etc.) they have Maple necks. To me, it always felt like somebody played my guitar in July after eating a Hershey's chocolate bar. It drove me insane and I can't stand it. Doesn't mean that's right. Means it's my opinion.
Pau Ferro is what's generally used on .. starter .. or intensely cheap .. guitars. Children's instruments, "First Act" and brands like that. Now I just offended 94 geeks who pick their nose and eat Hot Pockets and have never played in front of more than three people in their life so they'll get on here with some intensely embarrassing revelation that makes every other guitar player who reads this thread shake their head, laugh and go to ESPN.com because they've just exposed themselves for all the world to see exactly who they are. It's just they don't know it. And that's the worst part.
I can tell ya in 45 years of playing and headlining tours that crossed oceans, if I go to play a guitar that has a Pau Ferro fingerboard, the first thing that hits my head is, "This is a cheap, shoddy instrument made by a machine that nobody cared about when they designed it or when they built it".

Gig bag? Gig bags are for people who always wanted to play guitar and get the chicks but couldn't be bothered to put in the time to practice. So, they stuff their $650 in to a GIG BAG before they put it in the closet. Where it stays. For 4 years. Before they put it on Facebook Marketplace. The very notation of a "gig" bag is an anomaly. If you are going to a gig, you put your guitar in a case that says "FENDER" in nice script lettering so the other musicians can see what you play.

Recently (2019), they lifted the ban on most rosewoods except Brazilian rosewood:

Even though the ban has been lifted, most guitar companies have probably already switched to alternatives, are still using up their stock of whatever alternatives they have, and are probably wary of switching back to rosewood only to have it banned/restricted again later.
