Deal terms says port in or upgrade of existing line. While Xfinity does offer new numbers, that is not eligible for the discount.
Deal terms say "activation of new Xfinity Mobile line and transfer of phone number from another carrier within 30 days of phone purchase date ". Last year went for the S22 Ultra pre-order; delivery was delayed. XM CS confirmed that they count the 30 days with reference to the "delivery" date of the phone. I am getting the 24 months bill credits.
For safety : get on chat with Xfinity CS, ask the question, and take screenshot / pdf print of the entire chat transcript and keep for any escalation; also take screenshot / pdf of your cart / review / final confirmation.
The phone must be fully paid off.
At least 60 days must have passed since the phone was activated.
Your Xfinity Mobile account cannot have a past-due balance.
The phone cannot be reported lost, stolen or involved in fraudulent activity.
The phone cannot be active on another Xfinity Mobile account.
Only an account holder, Primary user or Manager may request to have the phone unlocked.

Requires transfer of phone number from another carrier within 30 days of line activation. Must maintain the new line with an account in good standing for 90 days following line activation
During that 90 day period after transfer, you're maintaining the line as is; you can't stack the "upgrade" promotion until the 90 days are over (and to be on the safe side, until you get the prepaid card).
If you want the $400 off the iPhone - you can transfer your line as is (and if you wish, trade in the iPhone 11); or you can do the BYOD now, and wait for a future promotion for upgrade.
If you have overlapping dates (I started a second internet service for new house since I needed to keep WFH and didn't want a break; we were moving within the same town and did our move over 2 weeks); you can still keep XM. You'd need to talk to the CS to transfer the XM linkage to the new account instead of the old account.
No impact to the XM lines / charges.
