Actually it's not. Sounds like what you're thinking of is "water resistant." Water repellent umbrellas are actually different. They're made so the water doesn't sit on the fabric, so that when you close your umbrella, you're not having water splash all over yourself.

I bought a couple of those a few years back. They dont hold up to the wind well. Will flip in the slightest of wind. The frame is super thin. Basically only for light usage.
