If there's an option to pay directly through eBay and not paypal I'd recommend doing that to be safe. Most of the times these offers rely on being automatically triggered so if the charge shows as paypal it might not trigger or even qualify, even if it's for a ebay transaction.

I'd say this disqualifies seller fees. Nothing ships when you pay seller fees, so you wouldn't get the credit.

How can they tell where something ships from? I think this might just be to ensure the transaction is in USD.
