Sam's for convenience and vast variety of items…many of which can be found at costco in smaller packaging though. Better tire and car service options (head lights, rotation etc, INSTALL battery. Sam's usually has slightly worse pricing than costco (but with instant savings and year long purchasing, costco wins out economically). Alcohol varies…but would always choose the costco branches with in store liquor.
Sam's has always been way faster for years with scan and go, and self checkout. My local costco just started self..but still not close to Sam's speed. At the end of a crappy work day, an extra 30min in chaos can be hell.
Overall I would go to Costco. I have both memberships. I found that the area and location of the club matters far more than whether it's Costco or Sam's. It also Caters to broader cultural markets… Jewish Muslim Indian etc. during the year for our holiday events it actually comes in quite handy, for a price and convenience of food items.
If you care about frozen food quality and variety, or quality meat, Costco is better.

I did this about 5 years ago and was unimpressed with their selection and prices compared to Costco... may be things have changed. We shall see.
