Primarily, using bias lighting, properly, reduces the relative brightness of the display in a darkened room. In a dark room, a tv is extremely bright causing blacks and other dark colors to appear washed out and causing white text, like subtitles, to have a halo or when viewing letterbox content, seeing a white glow invade those dark bards all of which can be distracting and diminish picture quality.
Bias lighting also helps to reduce eye strain. When viewing a tv in a darkened room your eyes see that big bright object but your brain also knows its in a dark room so your brain and eyes are fighting to resolve this conflict.
Hence, proper bias lighting, in other words, using a sufficiently white light cast on the wall behind your tv reduces the overall brightness of the tv in the room and having an effect on picture quality and eye strain.
Ambient lighting is a little different in that its mainly an enterintainment factor. For example, using the Hue or Govee lights to match what is on-screen to expand the viewing area or use comparable lights to provide other in-room lighitng so that the TV is not the brightest object in the room.
In terms of absolute best images, a totally black movie cave is best, but these are usually placed in living rooms where light control isn't a thing.
