There's no indication this is the same cable. AmazonBasics is a sourcer of thousands of different vendors, usually in China.
I suspect Amazon did a silent recall of the batches impacted, and it's unlikely they would burn them off on Woot to get rid of them. They would trash them.
They are probably selling excess on Woot since many were scared off by that, and sales probably have tanked as a result. Amazon should be more open about this stuff, but they know they will sell more by not being so.

There have been reports of AmazonBasics USB cables shorting and melting/firing up.
That said, again, there's no evidence these cables for sale are affected cables, and in fact, it's less likely considering Amazon probably has done some investigation and capture of relevant batches.
Still, you should always watch charging devices and not leave them alone. It's just best practices.
