Where do you see that? My understanding of it is if you registered and recieved the confirmation email, then you have one waiting for you at that store as long as you arrive somewhere in that time period. The first-come, first-serve is referring to the registration. I can vouch for this because the first store I registered at I only got a 5 off 50 coupon because that store had run out of lights. The second one I tried, I was succesfull.

Based on previous promo and the email...
You can either go from 7-9 am or 5-7 pm.
They should have a list of registrants to check off when you show up. So whoever registered is likely to get one unless Lowe's somehow ran out of stock or claims it's no longer available.
