This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

I just upgraded my Google One plan using Paypal and it didn't work. It showed that I was charged $99.99 on Paypal. I did it on the browser.

✅ Limit the number of coupons by REDEMPTION (not by number saved)
✅ Allow others to spend your coupon, which you already saved, without you knowing it

Just made a movie purchase on Google Play app and double checked the transaction on PayPal. Both coupons were applied and appeared as (-$15.00)

Yea I started hating PayPal for this purpose. Last time I did an offer from them it kept saying the offer is available but limited to 100k redemption. But since you don't know if the limit is hit until you make the purchase and nothing shows up by then it's too late.

My credit card used in this PayPal transaction shows the charge after the $15 discount and then it was reversed as well. Paypal then later charged my bank account(backup payment) the full amount. Very weird.
