Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)
If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

Checked my oaypal account after adding doordash offer. Don't see the BB and google offers anymore in my saved offers.
Tried adding the offer again and getting error "Something went wrong..."!
