But also received email from PayPal saying the purchase was covered with the 15 discount.

Then I tried with the target app paid with PayPal and it went through (and charged my card)

Seems like could be problem while using browser but it triggered the deal from PayPal and I won't get that 15 off
same exact thing happened. offer is used up. no order at Target. on phone with Target but i am sure they cant see anything.

I definitely see a transaction on Paypal. Plus, I got the "we covered your purchase at Target" email from PayPal. However, I never was able to complete my transaction at Target. We'll see what happens.
