I got the emails for both. Then bought via Target website on Chrome
"There was a technical issue that prevented us from fulfilling your order.
You have not been charged for the canceled items. We sincerely apologize for any inconvenience this may cause."

I also received Paypal email saying the price was covered by Paypal for my Target purchase although Target gave me error when I submitted the order for $15 Target GC. No receipt from Target.
What a nightmare for people who were actually charged whole amount even though they received Paypal email saying the discounts applied.
